Displaying function keys by default on MacBook

Hi,

Is there any way to keep on displaying the function keys by default while using 3270 emulator on macbook ? I have read an old article where it was suggested to go to keyboard in system preferences and select the function key and then the application, but seems it is not working as expected when the application is launched still i have to press function key to make those function keys visible which is very cumbersome. I have this touch bar and it seems to not work even after doing what was suggested..any workaround? thanks.
