The iOS/iPadOS 14.8 update addresses a specific security vulnerability within iOS/iPadOS 13/14. iOS12.x devices are reportedly not vulnerable to the Pegasus exploit.
If you have an iPad mini1, you’ll not be able to update beyond iOS 9.3.5 (WiFi Only) or iOS 9.3.6 (WiFi+Cellular); iPad mini1 is obsolete - and will not receive any future updates.
The most recent update for iPad mini2 and iPad mini3, released a few weeks ago, is iOS 12.4.8. At this time, there are no additional updates.
iPad mini4 and iPad mini5 are capable of update to iPadOS 14.8.
iPad mini6, when released, will launch with iPadOS 15 pre-installed.
