how to organize all photos that the newest one are at the top?

You cannot change the sort order of All Photos or any other album, that Photos is creating for you automatically. You may want to create a new album from all photos in "All Photos". Any album you create yourself can be sorted by "Newest on Top", see:

You can sort photos and videos in an album by newest to oldest, or oldest to newest.
- Tap the Albums tab, then select an album.
- Tap
, then tap Sort.
