I traded in an iPhone and didn't remove the activation lock, now apple is telling me that they have to ship it back to me for me to be able to remove the activation lock but this article says otherwise https://support.apple.com/en-us/HT201441

They are still holding the device, they gave me 2 options. accept $0 for trade in or cancel the trade in. I spoke to a 4th representative and apparently I should be receiving a new trade in offer within 48 hours... we will see. (I have removed the activation lock)
Apple uses a 3rd party for trade-ins and they do require that Activation Lock be cleared and tell you the steps needed in the documentation they provide.
As highlighted in this article, it's imperative that you remove Activation Lock before trading in your device.

If the entity that Apple has handling the trade-ins states that the iPhone has to be shipped back to you, then it'll have to be shipped back to you,.
You can then confirm the status, and re-submit and re-ship the trade-in.
They probably don't want to manage holding and re-checking and the potential for tracking.
Either the trade-in arrives ready, or it gets shipped back.
