Adobe Media Encoder

I'm using a Mac Pro 2019 with a 3.2 GHz 16-Core Intel Xeon W Processor and 160 MB 2933 MHz DDR4 for memory. When exporting files from Adobe Media Encoder its very slow to render. Even a 30 second clip with preview quality settings can take 8-10 hours. It seems to be using only 2 of my 8 PCI card slots and 11% of my CPU. This seems an inefficient use of this tool that was advertised as 'exceedingly capable for production rendering without constraint' ... any suggestion for optimization?
