Could not create a preboot volume for APFS install
You will not create the preboot APFS volume. The macOS reinstaller will do that and create the other required APFS volumes. You just have to erase the storage device you will be reinstall the OS on. Launch Disk Utility and click View > Show All Devices. Select the top-most internal device and click Erase.
Depending on which macOS version you intend to reinstall, you will select a format option as APFS (for Catalina and Big Sur) or Mac OS Extended (Journaled) (for High Sierra and Mojave) and the GUID scheme. Use the volume name "Macintosh HD".
When DU reports the task complete, quit Disk Utility and launch the Reinstall macOS app. Follow the prompts to complete the reinstallation.
EDIT - The above can only be completed when booted in recovery mode (Command-R).
