Spam messages on brand new Apple Watch for my underaged son 😡

Just bought an Apple Watch for my 9 y/o son so we could contact him and he could call us and various other trusted contacts. I thought it would be worth it to pay extra instead of the Gizmo from Verizon. But this spam message issue looks like it's been a problem since 2020 and Apple has done nothing to fix it??
