No.

It is a 9-year old iPad.

Too old,,too underpowered and completely obsolete today.

Sorry no.

That iPad 4th generation model (firstly released in 2012) cannot support iOS versions beyond 10.3.4 because of hardware (CPU/RAM) incompatibility.
