Can’t Verify Account
I forgot the password to my Gmail account before I was able to verify my Apple ID. How can I change my Apple ID without that info?

Contact Google to get your Gmail password recovered first.
I'm sure you can accept that a double whammy like this could be a phone not belonging to you and you need to sort out the recovery route or contact Apple Support with proof of original ownership.
