Presumably you are attempting to download photos from iCloud Photos. Hopefully:

  • You are signed in to your Apple ID.
  • You have Settings > Photos > iCloud Photos turned on.
  • You are using a strong Wi-Fi signal (no Hotspot, no VPN).
  • Your battery is well charged.
