A longer cable would have a higher resistance so charging would be slower, but I think both views are theoretical and the difference would not be noticed unless the cable had a very high resistance.
Yes, it takes longer for the charge to reach one end of a longer cable than the other due to the distances between the two ends of the charging cable.
