Safari no longer works on MacBook Air after update to Catalina

I updated my wife's 2015 MacBook Air from High Sierra to Catalina. Now Safari no longer works. It appears to open and shows at the top tool bar but no search page appears. You only see the desktop. Also I get notifications to upgrade to Big Sur. I did a Catalina reinstall bit it stilI does not work. I did the same High Sierra to Catalina upgrade on my 2014 MacBookPro and it works just fine. Any thoughts. Thank you, Dennis
