why refurbished i phone at third party store doesn’t have official warranty?how can i know if they repair sec hand devices themselves,repack,and sell as refurbished products?

You have to ensure that the refurbished iPhone retailer is an Apple Authorized Retailer. If not then do not even bother to purchase an iPhone from them.
