UPDATE: Never actually restored my phone but just checked earlier today and the item had disappeared from my Location Services list. My theory at this point is that it was some part of the iOS reorientation and reevaluation that occurred in the days/weeks after upgrading. Now that my phone’s battery is back to normal, thIs further reinforces my theory.

So I contacted Apple Support about this last night and they suggested doing a backup and restore (from said backup) of the device. Will update more once I've completed this.

I have this exact same question and would love to know the answer.
