I’m using a previously owned device, but it does have my Apple account, iTunes password etc. I want to add some channels I get through my other tv provider. How can I reset to download channel apps?
The App store is preinstalled, on Apple TV HD and 4K models. If you purchased a previous model then it doesn't run apps (only preset channels sent via server) and thus no app store.

You can reset it to factory settings through the menus: Reset or restore your Apple TV to its factory settings - Apple Support
