It extends the 1-year limited warranty for an additional 2 years, for a total of three years.

For the US you are correct.

In other countries, the basic warranty is 2 years.

That means Apple Care plus adds one year for a total of 3 years.

Thanks for reminding me I was only thinking in terms of the US. I suspect since the OP asked about the $199 plan however, they are more than likely in the US. In fact their screen name says they are from Mercer Island, which is in the state of Washington, in the US.
