icloud storage exceeded

My iCloud storage 5GB has reached its limit, however I only have access to 1.5GB of storage, as 3.5GB is a non-deletable backup/zombie file. What can I do? Apple support took 30 mins, to validate my problem with no resolution?? I don't see why I should pay for extra storage capacity when I am not getting full use of the original allocation. Any advice would be appreciated.

Sign out of your iCloud, restart your device and sign back in. Hopefully that will update and refresh your iCloud storage miscalculation.
