Chrome/Certificate Issue Mac OS11.6

For reasons unknown whenever I try to access a webpage through chrome browser I get a NET::ERR_CERT_AUTHORITY_INVALID error. I reset all chrome settings, synced clock and no change. I can see in my keychain an untrusted certificate that expired and a sub certificate for a CUPS self signed certificate. When I try to delete the "delete" option is not available in the edit menu. I suspect I have some kind of malware but have no idea how to remove it or fix this issue. I had tech support at my college work on it for 2 hours and they said its an apple certificate issue. Any help would be greatly appreciated.

Is this Mac managed by the university? Do you personally own the Mac or does the school own the Mac? Does the problem occur only on the university network? Is Safari able to browse websites? Does the school require a proxy server? Just to confirm that this happens with ALL websites or just specific websites in Chrome?

Some employers and universities who manage the company / school owned Macs via an IT department have deployed cloud based proxy solutions. Meaning your Mac might be connecting to a cloud proxy even when you are not VPN connected to the corporate network. One such cloud proxy provider is Zscaler and it requires having a trusted certificate installed for it to work properly.
