I have manage to recover my back 2013 MacBook Air back from the thieves. When I power on now it shows lock and which I googled is efi lock.
I typed the password I set from iCloud find my Mac and my original user password and nothing work.
What happened and How do I fix this? And if it needs to go to apple, how much will it cost?

That sounds like your mac is looking for the Firmware password, which only you could have set.
If you can't remember it you will have to take it to an Apple Retail Store with proof of purchase
so they can open it and make it accessible. It's free.
