How can I add Oxford English Urdu Dictionary in Ipad to look up the meaning of the word in Urdu language

It's not possible to add dictionaries to iOS yet. You can ask Apple to add this feature via

Perhaps there is something in the App Store that would meet your needs.

PS Apple said earlier this year that English Urdu dictionary would be part of iOS 15. Have you updated to that? I have not so I cannot verify.
