Settings, Music, Downloaded Music, Edit, Delete All. Reboot.
Then sync again with iTunes.
I had transferred the music from the previous phone, then sync to Mac added an extra copy of every track. The solution involved deleting all the music from the phone through the music app then doing a full sync again. Everything is fine now.
I tried to sync last night and sthe sync error said I needed an additional 50GB to complete the sync. Even though it said the sync failed, it still removed all my playlists from the device
I could not see how my library could have grown so much, but it looks like all the music is still present on the device, so I'm guessing sync is trying to reimport, or has simply added the size of the playlist to the total.
Seeing other solutions, I also absolutely will not use Apple Match. Last time I tried, my collection was randomly regrouped into different albums and other weirdness. Not to mention the issues linked with online service where a service can suddenly decide to remove music from their collection. So, absolutely no way.
I have this issue as well. Any playlist I created from a ripped CD transfers as empty and the files are not in the library.

Have a nice day.
It does not work even if you pay for iTunes Match. Match is a scam. I recently bought an iPhone 13 pro and tried to do the iCloud synch with iTunes match and it did not work. Apparently created, released and sold by Apple without testing.
Please advise how you deleted all the music from the iPhone. And after you did that, did you use iTunes to synch your music back onto your iPhone ? Thanks.
There is no option for "Downloaded Music" in settings on my iPhone 13.
