Should I upgrade to iOS 15 before getting the new phone? Or does it not matter?

To make the transferring of my phone to the new 13, should I update my phone to iOS 15 or just back it up at iOS 14.8 and update it later?

It makes no difference. your 14.8 data will transfer to iOS15
