Am I allowed to have more than one apple ID using the same mobile number?

I am trying to set up an Apple ID on my work Mac, but when I get to the step to enter a phone number to verify my identity I'm receiving a message "your account cannot be created at this time". I'm imagining that it's due to my number being associated with another Apple ID? And if that is true, how can I get around this? I work remotely and only have 1 phone number to use (tried both text and phone call).

From posts I have seen there may be a limit on the number of times you can use a phone number as a trusted number with two factor authentication, but I think you would then get a specific message about that. For a generic "at this time" message I would call Apple and ask what they mean in this case. It could even be a server issue at Apple's end.
