Unable to download apps

My tablet is saying "This Apple ID has not yet been used in the iTunes store. Tap review to sign in, then review your account information". Then it says "Please enter your apple id and password" but, then it says your Apple ID or Password is incorrect but I logged into here so it has to be correct.

I just got my I phone today and I was trying to download tiktok but the system is stack in a loop saying "This Apple ID has not yet been used in the iTunes store. Tap review to sign in, then review your account information". Then it says "Please enter your apple id and password". I reset my password so many times trying to bypass this message but it keeps repeating the same thing. Help please.
