Hi, I have an iPhone 6, a Mac mini and a Macbook Pro, all on the same WiFi network. Today I had this message pop up on my MBP and iPhone:

But at the time my Mac mini was turned off, and had been for a couple of days.

Should I be concerned about this or is it a glitch? How could someone sign into a machine that is turned off?

I presume your are the individual named? I wouldn't worry about it. SometimesApple resets something and we all have seen those notifications out of the blue.
