A way around unknown callers going straight to voicemail?

I want unknown callers/spammers to go straight to voicemail, but if someone needs to get to me with a number not in my contacts, is there a trick to make that call go through?

for example, if my nephew, who doesn’t have a phone, needed to call me from a friend’s phone or a friend’s parent’s phone.

like maybe calling three times in a row? I think that works if the phone is on silent.

iPhone 11, iOS 14

You cannot make them go to vocemail. But, you can block them out...
