Try running this command in Terminal. Replace USER with your username:

sysadminctl -secureTokenStatus "USER"

Does this error still occur if you choose to store the recovery key locally, instead of using iCloud? Have you tried connecting to a different Wi-Fi network?

Also, when you unlocked the padlock in System Preferences -> Security and Privacy, did you use your password? Your fingerprint can't be used for this particular operation.

DS typically still means Active Directory, but the account in question could be other types...
