My iPad is unable to update to iPadOS 14.7 due to a “Verification Failed. Not connected to internet” error, despite it being connected to internet. I have tried deleting and reinstalling the update and it still won’t update. There’s also no option to install a different update.

Yep, that worked. I have forgotten that I had an iPadOS 14 beta profile on my iPad. Thanks for the help.
