Breaking off a child ID into a separate adult ID

My son is 19 and will be moving out soon. He has grown up with his AppleID attached to ours. How can he establish a separate ID with his own payment info, etc. and yet keep the apps and music he has purchased. Or does he lose everything?

Merging Apple Accounts or transferring data is not officially supported, nor can it be done easily or completely.
