Airdrop "Failed to Save" From Macbook Pro to Iphone

After a recent update (sigh) I almost always get an error message when trying to Airdrop a screenshot from my Macbook Pro 2019 to my iPhone XR. I used to be able to do this without any trouble at all as long as my phone showed up in the Airdrop list.

Now, on my phone I get an error message that says something along the lines of: Failed to save, do you want to save this as a file in icloud instead?

No. No I don't want to save as a file in icloud instead. I would like my image to save in my camera roll as it has done without a problem for years until a recent update.

Does anybody know how to fix this problem and why it started?

The iPhone has 74GB of unused space.

The iPhone has "Optimize iPhone Storage" checked within the Photos app setting. I don't remember checking off this setting. Assuming I did, and that an update didn't do it for me, I would have checked it off 1+ years ago meaning that airdrops worked for a long time even with this setting checked. This setting says it does certain things if my iPhone is "low on space" but I have 74GB free.

The iPhone has iCloud photos set to "On".
