Set up child Apple ID for this iPad under my family share but child doesn’t have an email can I still do it

You need an email address for te Apple ID. You can use one you have that is not used with another Apple ID, create a free one from providers like Gmail or Hotmail, or even create one on iCloud.com during setup.
