How do you setup a child on family sharing that already has an existing apple ID?

Trying to setup family sharing on my daughter's phone but when I go to add her it says apple ID could not be created because my daughter's email is no longer available. She's had an iphone for some time but we are just now putting on Family Sharing.

If she has an iPhone then probably you already created an Apple ID for her with that email address as her Apple ID. Another possibility is that email address is in use in some other capacity for you with Apple's system such as a rescue email and cannot be reused for an Apple ID.
