No, you are not connected to Wi-Fi. You are connected to a personal hotspot, which means you are essentially connected to the cellular network. You need to be connected to REAL Wi-Fi.

There are a dozen or so things that might interfere an update, so it would be very helpful if you would go to Settings/General/Software Update and post a screen shot to help other users in diagnosing your issue.

Charge the battery, and preferably leave it attached to the charge circuit while completing the update.
