Apple iPhone lightning dock USB Restricted Mode

Somebody just gave me a iPhone Lightning Dock. Model A1717

When I dock my iPhone (even without the dock being plugged into a charger or any device), a message comes on the screen saying to "unlock my phone to use USB accessories".

Is this right?

Isn't this device just a lightning connector pass-through?


Just need someone to confirm this is normal
