It would appear that your friend does not have iMessage available, and your phone attempted to send the message via SMS. That resulted in the message you received regarding block. It would appear that your friend's SMS plan is blocked, or you are blocked from sending SMS by your carrier. Start by speaking with them, and then your friend.
