Steps are counted when you swing your arm. Having your Apple Watch arm on the parm/stroller will not tell the Apple Watch you are walking.

People that do not swing their arms when standing, do not get step and stand credit.

Knitters that are neither standing, nor walking, get huge step counts because of the motion of their Apple Watch arm while knitting.
