Apple Watch pairing to old Apple ID

I bought a new watch and after it’s paired to my phone, it says on my watch “sign into (my old Apple ID) to approve purchase”. I think that’s simply from trying to download apps from phone to watch. Problem is it’s an old ID that’s been locked since my old phone was stolen. None of my other Apple products use this ID anymore. Pairing and unpair the watch it fine, it uses my new ID but when I try to use the watch it asks for my old one on the watch. I’ve tried pairing/unpairing it several times now and with no success. Any suggestions?
