How do I allow Touch ID for app purchase

Behavior changed after 14.8 security update. Now it’s requesting me to enter password instead of Touch ID.

Can’t change password settings for app store I switched from iphone 6s with touch ID to iphone 11 which doesn’t have that, i now have to enter my password for every app store update and purchase and am unable to change the settings for this. I turned off touch ID on my old phone which is connected to the Internet and icloud still but it did not fix this problem either.

ipad 5 touch id is not available for app store purchases Touch ID is not an option for App Store purchases. It only gives me an option to enter my password. The Touch ID works on everything but the App Store and ITunes. Tried turning it off and back on, rebooting etc. 5th gen IPad.
