Not sure I understand my friend, but try Sys Prefs>General>Default Web Browser.
I'm on Big Sur. I have set my default browser in every place that I know of. But this has not been specific to Big Sur but across every OS I have used (that I remember). If I click on a link sent to me in a Mac Mail email that link will open up in Chrome. The only time, that I have found, that something will open Safari is in that Mac Mail spelling error dropdown. Any other link I come across in any app will open Chrome and not Safari.
This might be irrelevant but being a long-time programmer (not a UI programmer but a systems programmer so I'm not acquainted with browsers) is that some programmer had left in his code that specifically told Safari to open up as opposed to letting the system figure out what browser should open up when that link is clicked on.
Hmmm, have you tried setting the default browser yet?

Thanks for your reply. Let me try and rephrase this, I didn't think I described it very well but I couldn't change the wording until now.
My default browser is Chrome. In Mac mail when a mistake in spelling is made the misspelled word in question is highlighted. Clicking on that word causes a dropdown to appear with a list of the choices. One of the choices is to search Google. When I choose to do a Google search Safari will automatically open up and do the Google search which works fine. I just want that the browser that's opened up to be Chrome and not Safari.
I will have to try these two tests either at the end of the day once I bring down my work environment or tomorrow before I start work. I would imagine that I would first have to set my default browsers to Chrome. And then see what happens in Mac mail. But I will give it a try. Thanks for the suggestion. I think I have already set up a test account on this machine but I also have another older Mac with Sierra that I should check out and my laptop. I can get on my laptop in a little while. Thanks.
The same thing happened when I created another test account. I don't think that I'm going to go further with this since it takes too much time to create a clean and then similar environment. I'll live with the annoyance of Safari popping up.

If I find out the problem I will post why it happened. I'm going to try and set my default browser to Firefox and I'll even try Brave
I'm on Mojave at the moment, but clicking on links in Mail open to my default browser, which is Brave.
Only test I can think of might be too much work for you, but I'll offer it since it's all I can think of at the moment my friend...
Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes.
Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.
To find out if it's system wide or user specific, try this...
Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.
Does it work in the new account?
