What happens when you create a new Administrator User? Log into it, and see if you get this error. If you don't, then it is an issue with you current user. If you do, then it is an issue with your full install.

Boot In Safe Mode:

[Hold Down: shift key upon boot]. In Safe Mode, Login Items do not load at login, certain preferences are set aside, and system caches are fixed. So, while in Safe Mode, see if you get this error.

"I think your right. FULL INSTALL. Today this issue started affecting other websites. They load, then reload, then error message.

Reinstall the macOS:

The update failed in one manor or another(likely from connection. Sometimes, changes are made to your Mac (i.e. Updates), and then settings (i.e. for Safari), become manipulated, technically. So, reinstalling the macOS will place moved items back to where they should be, and will replace damaged system files. There are two steps: backup, then perform the reinstall. Important:

Try using Ethernet, and then proceed with reinstalling the macOS. Through use of Ethernet, you would less likely lose the connection.

I had the same problem after the update with a number of sites. Called support. They tried to help, but could not do so. The same webpages opened on my updated ipad without a problem. I downloaded firefox to my Mac and have not had a problem opening any websites. Safari 15 on my imac seems to be the problem.

Try firefox or another browser.

Have you updated to Safari 15? If so try loading eBay using Firefox. There are problems with loading from some sites using Safari 15.

If you are using a bookmark for ebay, make sure it starts with https and not http.

I can't tell you why you are having a problem. I have no trouble with ebay and Safari 15 on Catalina 10.15.7
