I did a test email to my “Hide My Email” address and I noticed that when my “Forward to” is pointed to a third party mailbox , i.e. outlook or yahoo , I would receive bound email (Delivery has failed).
This issue seems to happen today. I did not encounter such issue before

I would very much recommend that you contact Apple Support as an iCloud issue and file a report. After seeing your post, I did call in and found out that it's a known issue and they're taking tickets and forwarding them to the engineers. I have a follow-up commitment for Thursday. I've been watching the forums here and it seems people are having issues with bounced Hide My Email and Custom Domain emails.
Fingers crossed that Apple fixes this quickly!

I did a test today and found the issue has resolved. You could try too!
If you experience similar issue, change the “Forward to” email address to an iCloud address, i.e. @icloud.com

I have submitted a feedback to Apple, hopefully they could address it soon.
