MagSafe wallet can not be found!

I am unable to get the MagSafe wallet to be added to Find My. I have a iPhone 13 Pro Max. These are steps I have tried.

Hard Rest
Turned VPN off
No esim active
New phone from Apple (They tried it at store and it worked until I signed into my iCloud. It would not work from then on. They would not diagnose problem since they were not aloud to schedule a Genius Bar appointment.)

Works on my wife's iPhone 13 Pro Max and in store on other MagSafe equipment.

Any help would be apprecitated.

" If you can't set up your iPhone Leather Wallet with MagSafe

If the setup animation disappeared, press the side button on your iPhone to put your device to sleep. Then wake and unlock your iPhone. Place the wallet onto the back of your iPhone, wait up to 15 seconds, and the animation should reappear.
Learn what to do if you see a message that says that your iPhone Leather Wallet with MagSafe is connected to another Apple ID.
There are two models of iPhone Leather Wallet with MagSafe. The model that's compatible with Find My was released in the second half of September 2021, and is available in the following colors: Golden Brown, Dark Cherry, Wisteria, Sequoia Green, and Midnight."
