My new Apple phone isn’t letting me download apps from the App Store

Whenever I click to download something, it makes me put in my password, but then the downloading icon next to the app symbol just turns into the circle of death thingy and doesn’t show up as downloading on my Home Screen. I Verified my Apple ID and all that nonsense, but it still won’t work. Why?
