Can anyone tell me why Game Center in iCloud settings turns on every time I change my iCloud password??

You’re changing an Apple ID password, and an unrelated setting is changed? That would be unexpected. You’ll have to ask Apple about this, as we have no way to see your Apple ID settings and activities, while Apple can watch whatever happens with the password change from the view from their servers.
Is it possible that your Apple ID password is becoming compromised (by somebody else playing games, that in either sense of “playing games”), and that’s part of why you’re changing the password? If so, you can enable two-factor authentication on your Apple ID to increase the difficulty of accessing your Apple ID, if that’s not already enabled.
