Trying to restore iPhone due to passcode not being remembered. I follow steps via iTunes to restore and I keep getting this error message. Why does this keep happening?

So I’ve updated to Big Sur (not sure why that was mandatory), changed docking cord several times and tried the reset steps on the phone many many times. I still keep getting the same error on the computer.

The phone itself won’t get out of restore mode screen that has the picture of cord pointing to the top. It’s like the phone won’t allow itself to reset or get past that point.
