how does icloud drive sync after restoring from old time machine backup

I have tried researching this, but can't seem to find an answer. If you have a Time Machine backup that is several months old, and have to restore from it, how does iCloud drive handle syncing between the old versions of files and the current versions saved on iCloud?

MacBook Pro 13″, macOS 10.13

The data included in the Time Machine backup is anything that isn't stored in iCloud: Back up your files with Time Machine on Mac

Once you sign in with your Apple ID, you'll see your most up-to-date data from iCloud appear on your Mac. This will not be subject to the date and time the Time Machine backup was created.
