Can you sync Time Machine backups to iCloud?
Looking to see if there's a way to sync time machine backups to iCloud or if we just copy them there manually?

Absolutely not. Time Machine and iCloud have nothing to do with each other.

Do not do this! Time Machine backups should reside on a disk in your possession.
