Hello. Yes. You can transfer your iCloud contacts to your Android phone. In order to do this, I would suggest exporting your iCloud contacts as a vCard file by following the steps here. After doing this, you can copy your vCard file to your Android phone and import it by following the steps under Import Contacts > From a VCF File located here.
