How to delete previous owners Apple ID on my device

if there is an activation locker Find my iPad is enabled on the device then your going to have to contact the old owner

If it is activation lock:

To remove the activation lock you can either remove it with the correct Apple id and password

Or if you are unable to do so, and you have proof of purchase, you can apply for Apple to remove the activation lock
