Page numbering in Mac Pages

I have a short document with a title page. It is a single section. I want my title page to have no footer. That part was easy -- I selected Document --> Headers & Footers --> Hide on first page of section. Then I want the actual first page of the document (so physical page 2) to be numbered page 1. That is, apparently, NOT easy. I tried choosing Page Numbering --> Start At and setting to 0, but the program automatically changes it to 1. This used to work, as I've found multiple comments dated from several years ago saying to do exactly this.

So how do I start numbering on physical page 2 but with a footer page number of 1? Please help! I'm on a deadline.
